First of all you may need to add the “feature” from Server Manager

Now go to Services (in Administrative Tools)

Right click the SNMP Service and select properties . Go to the Security tab

Edit the settings to your needs. In this case I have allowed the host 172.17.19.100 access to this host and kept the Community name as the default public with Read-Only rights.

You can then query this host by whatever means necessary. I am using Cacti to graph  the traffic of the a NIC.
